I think Ursa is somewhere in the Fire Nation. She is not in the Earth Kingdom(the news of the banished prince spread out),the Water Tribes,or the Air Temples.It is a matter of time until Zuko finds her with the help of the Gaang , Iroh, the Order of the White Lotus,Kyoshi Warriors,Mai, and Ty Lee.
